Do's & Dont's - Petroleum Storage and Handling in Bulk in Industries

DO's
  1. Keep abreast of Storage Regulations of the flammable substances handled by you.
  2. Follow Storage License Regulations without any deviation.
  3. Ensure the Storage License is valid always.
  4. Always plan for Above Ground Storage Tanks , as underground tanks can contaminate soil with any oil leakages
  5. Carry out Emergency Mock Drills with Control Actions regularly with a theme "Emergency Arose With Rupture of Tank causing Heavy Leakage"
  6. Clearly mark the capacity of the respective Storage Tanks in liters, License number and Validity Date in bold letters.
  7. Ensure that every tank including Day Tanks is provided with double earthing and tested by merger once in a year and record of results is to be maintained for any verification called by the Statutory official.
  8. Ensure by surprise checks that Static Bonding Crocodile clamp is connected to delivery metal end of the vehicle to nullify the static charge during transfer of petroleum.
  9. If ever it is necessitated to store small quantity of Flammable liquids, they must be stored in receptacles with closed lid, after clearly labeling them with appropriate danger sign and keeping the in a secure place. Containers meant for the use and storage of “portable quantities” are usually made of metal or plastic, are vapour-proof and have spring closing lids with covers.
  10. Provide Hydrant Ring Main with Fire Monitors around the Storage Installation.
  11. Clean out the oil spillages immediately as they cause serious slips and falls.
  12. Ensure that the Dyke area is free of any vegetation or grass and should be periodically cleaned up.
  13. Ensure that a separate Drain valve is provided out side the dyke in order to decant the oil spillage within the dyke, if the situation warrants.
  14. Provide compulsorily 4 inch Toe board all around the above ground tank roof with hand railing.
DONT's
  1. Never purchase petroleum in loose and store in residences as an emergency requirements anticipating raise in prices of petroleum.
  2. Never try to open soldered Can Lids by putting a fire on top of lid with intention of melting the soldered cap and opening it. A nephew of former Indian top bureaucrat along with his pregnant wife and neighbor girl child perished in the disastrous explosion in 1970s that followed while trying to open a 5 litre Can lid as mentioned above.
  3. Never Unload Petroleum in bulk after sun set.
  4. Allow use of Mobile Phones near the Petroleum Storage area.
  5. Never keep Transfer Pumps within the dyke wall for the purpose of saving piping cost.
  6. If Space is available , never prefer underground TanksDo not alter any site conditions without the approval of Licensing Authorities.
  7. Do not use pressurized air in the tank vehicle to transfer petroleum.
  8. Do not allow Unloading vehicles without provision of spark arrestor in the exhaust pipes.
  9. Do not ever wash your hands and body with Petroleum substances. By thermal absorption they might create severe adverse health problems. Benzene is a carcinogenic and effects severely bone marrow., Washing with Diesel oil and kerosene cause skin allergies.
  10. Never use petroleum piping connections for earthing purpose for welding requirements.
